Jammu and Kashmir: Development Board ends, District Planning Committee will be in every district

There will no longer be development boards issuing annual budgets at the district level in Jammu and Kashmir. The board will be replaced by the District Development Council. There will be a District Planning Committee in every district. The work of this committee will be to prepare a blueprint for development. This committee will prepare the outline of the priority of the works from the immediate implementation. Union Home Secretary Ajay Kumar Bhalla issued an order regarding amendment to the Jammu and Kashmir Panchayati Raj Act, 1989.

In the previous system, the cabinet minister of the state government used to be the chairman of the District Development Board. After amendment of the Jammu and Kashmir Panchayati Raj Rules 1996, all rights of the board will be with the development councils. The MLAs will also be given membership of the Development Council after the assembly elections. This important change in terms of decentralization of power is special that the District Development Council will also have the powers to make plans and monitor the functioning of government departments.

These departments under the council
Agriculture, Animal Husbandry, Fisheries, Horticulture, Consumer Affairs and Public Distribution, Education, Forest, Health and Family Welfare, Industry and Commerce, Public Works, Waterpower, Revenue, Social Welfare, Tourism and Rural Development Department Will be under the District Development Council. The council will have powers from planning to monitoring of these departments.

This is how three-tier Panchayati Raj will work
There will be Panchayat, Block and Zilla Parishad in the district. A development plan will be prepared for the next one year at the panchayat level which will be entrusted to the Block Development Council. This will be called the Gram Panchayat Development Scheme. The process of preparing the Panchayat Development Plan will begin every year on October 2 and will be completed on December 31. The development plan of the Panchayats will be submitted to the Block Development Council District Development Council, from where the final approval will be given.
