Starting from the basics, the size of the iOS 15.4 beta 5 update is 471.5 MB. Since it is a small update, you cannot expect the update to be over 500 MB at all. Also, not many things would be changed in comparison to the last update.
The Build number of iOS 15.4 beta 5 is 19E5241a. If you have noticed, all recent build numbers have “a” at the end of it, which means soon you will get the RC version. RC means Release Candidate, which is the near-final beta version of the update you are getting currently.
Coming back to iOS 15.4 beta 5, developers didn’t get the popup message to “Use Cellular Data to Download?”.
Also, if you go to Settings>General>About>Limited Warranty, you will see a new option for “Apple Support.” In the last updates, you needed to click on Get Apple Support App, and it would take you to the Apple store. Now, you simply need to click on the “Get” button to download the app.
Also, we got a new Siri voice in the last update, which will be present in all the updates, including iOS 15.4 beta 5. To activate the new non-binary Siri voice, you can launch Settings>Siri & Search> Siri Voice> Voice 5.

Many developers have had issues with Storage in all the beta versions, and even after five beta versions, it still hasn’t been resolved. There are many issues with the Home Screen. The Health App keeps crashing every time you use the Blood Oxygen feature.
On iTunes, many users are unable to download the same content again. Then there are some minor issues with Phone and StoreKit.
